A 21cm chef's knife, which is the most universal, is generally used for meat, fish, fruit and vegetables. A good all-around knife that you can use for most things.
The other knife is a 13.5cm utility knife, which you use when the chef's knife gets too big. Tasks such as polishing meat, arranging vegetables and generally small finesse work where you need to have good control over the knife.
