Hatsukokoro is a brand from Amagasaki, close to Osaka City. They collaborate with various blacksmiths and grinders all over Japan and develop new series in an attempt to make some of the best knives in the world, but also really good knives in a lower price range to be able to deliver to all different needs.
The Hikari series is made with semi-stainless steel, SLD in the core and a stainless cladding. Nice polish and fit 'n' finish, relatively thin behind the edge and relatively low maintenance on the semi-stainless alloy.
You can expect a super light, fast 'laser' that cuts well and keeps the edge for a long time, the whole package at a reasonable price.
All in all, these can go from an excellent starter knife all the way up to a good tool in the professional kitchen.
